"Degree density" maps show region's east-west divide

What's the difference between Friendship Heights and Capitol Heights? The number of people with college degrees.

Rob Pitingolo has done a lot of research on which places have more or fewer people with college degrees. DC has the fourth most college degrees per square mile of any city in the nation, but that doesn't apply everywhere in the region or everywhere in DC.

Rob created these maps that show the locations of people with and without college degrees aged 25 and over.

There seems to be a fair amount of mixing in Virginia, but in DC and Maryland, the divide is starker. East of the Anacostia, blue dots are very few; west of Rock Creek and in the central city, they overwhelm the pink dots.

A lot of news stories talk about the DC region in terms of the division between black and white. The city's history of racial segregation has left a legacy of educational and socioeconomic inequality. As a result, many commentators use race as a simplistic shorthand for conflicts that are really about college educated versus not, or wealthy versus poor, or young versus old.

Race is immutable, but other characteristics are not. If our divisions are really about black versus white, they're not going to change unless some people move out of the city, and that's not what we want to happen. But education levels can change, and it's good for everyone if we can help all people in our region access better education.

Development


Vacant properties delay neighborhood reinvestment

On March 30, 2010, three teenagers were shot to death while hanging out in front of an abandoned, 4-unit apartment building at 4022 South Capitol Street SE. Last week, five men were convicted of murder for their involvement in the string of events that culminated in the deadly attack.

The fact that the victims had been gathered on the stoop of, and presumably at some point inside of, a vacant and unsecured building neglected by its owner has nothing to do with why they were killed. But that this was the setting of the worst massacre in recent District history is symbolic: the scene represented the intersection of decades of disinvestment in both people and place.

The disinvestment in the young men who perpetrated the attacks, their families and the institutions responsible for forming them is the truly devastating issue here. However, disinvestment also applies to the built environment.

Systemic forces like white flight, black flight, redlining, blockbusting, wage stagnation created this problem, and numerous challenges impede reinvestment in neighborhoods like this one.

There are 2,232 addresses on the Department of Consumer and Regulatory Affairs' (DCRA) vacant and blighted properties list, the principal data source for the maps above. The list includes 4022 South Capitol Street as well as the two apartment buildings immediately adjacent to it.

These are not normal short term vacancies, simply between leases. They are the buildings that are unleasable in their current state of disrepair. Some are bank owned, some are city owned. Some have absentee owners, some have local owners who live in poverty and have no means with which to fix up their assets.

In some cases, the owner listed on the title is deceased and there are multiple heirs to the property. Many require a significant investment of time and money before they can again be occupied.

The purpose of DCRA's list is to identify targets for the District's first line of defense against dilapidated buildings: taxation. By threatening to raise property taxes to 5% for vacant properties and 10% for blighted properties, the city encourages the owner to either bring the property up to code or sell it to someone who will, probably at a price less than what the owner would otherwise be willing to accept.

Ultimately, if the owner neither takes action nor pays the elevated taxes, the property goes to tax sale and is awarded to the highest bidder. If no one bids, ownership rights go to the city, but that doesn't mean that a fresh title magically appears in the name of the District of Columbia. The District, like any other winning bidder, must first go through foreclosure proceedings, sorting through existing liens on the property and attempting to resolve any other title issues that exist.

In other words, no one, least of all the District government, wants it to get to that point. This approach is a relatively new, boutique initiative that seems to have promise, as Lydia DePillis has thoroughly described.

In the grander scheme of things, there are really three variables that affect the rehabilitation or redevelopment of nuisance properties:

  1. Acquisition cost: the cost of purchasing the property, which may include substantial legal fees, and interest or investor payments on borrowed money.
  2. Redevelopment cost: site preparation (potentially including demolition), design and construction costs, interim maintenance and taxes, debt payments.
  3. Income from the redeveloped property: the income that the property generates once it is redeveloped and operational, whether in the form of net operating income if the owner chooses to lease it out, or income from the sale of the property minus any costs associated with the sale.

For redevelopment to make sense, the sum of the first two variables must be less than the third, and when it doesn't, the free market won't mitigate vacant properties and blight.

The first two solutions presented require a taxpayer subsidy. Is it justified?

It is easier to quantify the costs associated with rehabilitating blighted properties than it is to quantify the benefits. The broken windows theory suggests that blight can encourage and support illegal activities, but it is difficult to measure to what extent that is the case.

Blight may lower surrounding property values and deter new investment. It can also contribute to the stigmatization of a neighborhood if dilapidated properties are seen as representative of the entire community. Across the country, the consensus seems to be that investing public funds in individual nuisance properties in order to battle the negative effects of disinvestment is a worthy cause.

The Gray administration, like previous administrations, uses a combination of the three strategies discussed in the previous graphic to combat long-term vacancy and blight, though there seems to be an intentional focus on Solution #3. Dedicating a greater share of energy and resources to large-scale economic development projects, which in Ward 8 tend to revolve around St. Elizabeths, is certainly a more glamorous approach and it probably will have a greater impact on the District's bottom line in the long run.

However, it is interesting that there has not been a more coordinated, ambitious, or heavily-funded government proposal for dealing directly with vacant and blighted properties where they are most concentrated. After all, this is the topic that Ward 8 residents ranked as their top development-related priority at the Ward 8 Community Summit, and unfortunately it is an issue that will forever be intertwined with the tragic events that occurred two years ago at 4022 South Capitol St SE.

Bicycling


Metro improves bike parking at NoMa station

Metro riders who bike to the NoMa station have long encountered too few and poorly placed racks along with rampant bike theft. Metro has now installed 27 new bike racks at the NoMa-Gallaudet U station, and plans to move other racks to better locations.

Bicycle parking has been scarce for a long time. Plus, the racks were originally installed too close to the wall, forcing cyclists to lock their bikes up in strange ways.

Better bike parking will encourage people to bike to the Metro from nearby neighborhoods like Trinidad and Eckington, who might live too far to walk.

Bike theft and vandalism, once a major issue, has mostly ebbed since a young man was caught in the act of stealing wheels from bicycles at the station. New racks and nearby commercial space under construction should bring more cyclists and activity and deter theft. Station managers will be able to more easily see many of the new racks as well.

WMATA has also started replacing signs at the station, formerly known as New York Avenue-Florida Avenue-Gallaudet University with its new name: NoMa-Gallaudet U. This is one of several station name changes the WMATA board recently approved.

Metro recently posted a sign on the existing racks, saying that it will be moving them farther from the wall on May 10, and installed 27 new racks. There used to be 8 racks at the N Street entrance to the station, and 5 racks at the M Street entrance. Now, there are 30 at the N Street entrance, and 10 at the M Street entrance.

While these improvements are excellent, Metro should still consider installing racks inside the station for even more safety. Theft has declined, but I've noticed a recent uptick in missing front wheels.

It's fantastic to see Metro responding to the demand for more and better bicycle parking. There are probably more racks now than absolutely necessary to accommodate the people who bike there on an average day, but now that nearby residents have this bike parking, hopefully more will start cycling to the NoMa-Gallaudet U Station.

Graduate of DC schools says he wasn't prepared for college

Yesterday, a former student of mine took to the pages of the Washington Post to indict DC's traditional and charter public school system, which he says failed to prepare him effectively for college.

Darryl Robinson is now a freshman on full scholarship at Georgetown University. He graduated from Cesar Chavez Public Charter School, Parkside campus in Northeast Washington. He says this and his other schools never pushed or challenged him to be intellectually curious or to think critically.

From my experience in the classroom, Darryl's right. DC schools, and urban schools in general, are currently failing at effectively teaching their students. In a society in which there is increasingly little space in the economy for drop-outs or for graduates unprepared to enter a trade or pursue a college degree, this continued failure puts the city's future at risk. How does this happen?

This issue is not confined to DC or to urban areas. There's a growing consensus that college freshmen from all walks or life and backgrounds spend the year in remedial courses learning what they should have been taught in high school.

But from my experiences, that psychological gulf is deeper and wider for city kids. In conversations with current college students and neighborhood elders, I keep hearing the same thing: folks are going off to college and they're coming right back to the city within a year or so with few credits, mounting debt, and a lack of opportunity.

Our schools perennially dumb down their curricula, continually lower expectations, de-emphasize classroom management, promote students regardless how ready they are. Many rush to label students "special needs" in order to receive more dollars per pupil, while "mainstreaming" students of all levels into one class. They baby students rather than pushing them.

Same soup, just reheated

The problems that Darryl Robinson raised are not new to the pages of the city's paper of record. While he was a student of mine, the Post ran a similar story about the post-graduation struggles of the 2005 class of Cardozo Senior High School in Northwest Washington.

The story opens,

Danielle Chappell had no reason to doubt she was a solid student. She earned decent grades, even scoring some A's in English and math, while balancing schoolwork with basketball, track and a spot on the dance team.

Then she graduated from Cardozo High School and arrived at the University of Maryland Eastern Shore, where she bombed the placement tests so badly that she had to take remedial English and math. She failed the makeup math course twice before passing it. Low grades overall put her on academic probation. Finally, mid-sophomore year, she was forced to withdraw.

Chappell sometimes thinks back to the Cardozo math teacher who, instead of assigning algebra homework, would have students clip photos of motorcycles from magazines and do other projects unrelated to math. "I thought it was strange and weird," Chappell said, but she did not complain because the class was "an easy A."

She wishes now that she had demanded more from Cardozo, and that Cardozo had demanded more from her.

Beneath the surface of the District's ongoing demographic, cultural, social, and economic shifts is a public school system struggling to succeed. If DC's leaders fail to recognize and tackle these challenges, the District and its students are at grave risk.

Why and how does this occur? Although it's been nearly 5 years since I was last in the classroom, there are many factors I saw as a teacher and continue to hear about today.

Mainstreaming & modification

Back in the 90's when I was a public elementary school student, there was a "Gifted and Talented" program that placed students in classes with similar peers. In this environment students are taught not just comprehension but critical thinking skills through interaction, conversation, and debate.

That's not what happens in most city schools. According to some education theories, gifted and talented programs are biased and detrimental because they discriminate against certain groups of students in favor of others. So what you get (or what I got) was a 9th grade English class that included both a 17-year-old barely reading at a 3rd grade level and a 13-year-old reading at a 12th grade level.

This is a challenge for even seasoned teachers. Teaching to the middle ground of these two students causes both students to tune out: the 17-year-old is lost, and the 13-year-old knows it all already.

The theory that on-grade level and below-grade level students benefit from having above-grade level students in their class is flawed. Teaching to the middle is not the middle; it's accommodating the lowest level student and hurting everyone else.

For example, when deciding on the year's first book, my 9th Grade English Department peers advocated Tears of Tiger, a junior high school book that many students had previously read. The argument against reading Why We Can't Wait, Fire Next Time, or Manchild in the Promised Land was that it would go over the heads of many of the middle to lower level students, instead of pushing those students. We eventually choose one of Walter Dean Myers' books, Monster, that was a success.

In this case we avoided the temptation to select a rudimentary book. But selecting the rudimentary book over the more challenging one is a practice that dominates the majority of the District's schools, according to teachers and students I know.

To solve students' unpreparedness to enter college, some of DC's elected officials have recently advocated legislation that would mandate that students take a college entrance exam as a prerequisite to graduate. But rather than solving the problem, this requirement would merely "mainstream" all students into the same intellectual exercise.

This would do nothing to better prepare students to pursue a trade or enter college. And it would do nothing to help students develop the intellectual curiosity and critical thinking skills that Darryl lacked upon arriving at Georgetown University.

In coming posts I'll share some of my other experiences and opinions on why and how the city's school system and politicians continue to perpetuate failure.

At-large candidates, except Shapiro, pander to speeders

Except for Peter Shapiro, the candidates for DC Council at-large either don't think pedestrian safety is a very pressing issue, think the only people who will vote tomorrow are drivers who'd rather speed than be safe, or both.

On Friday, the Democratic candidates for DC Council at-large appeared on the WAMU Politics Hour with Kojo Nnamdi and Tom Sherwood. Sherwood asked about Mayor Gray's plan to increase the number of traffic enforcement cameras, including ones that will detect drivers running red lights or speeding through lights when they're green.

In their answers, all 4 candidates focused on the question of whether DC is or is not pursuing the program just to raise revenue. But only Peter Shapiro gave any time at all to the serious danger to pedestrians that comes from drivers speeding, turning right on red without stopping, blocking the box, and more.

Any revenue bump will not last long as drivers adjust to actually following laws. Plus, it's a red herring to cast doubt on the program just because it's coming up in a budget cycle. DC needs to spend money to get cameras. Therefore, the program has to be part of the budget. MPD has been trying to buy the cameras for over a year, and budget and procurement have long been the obstacle.

Below are the candidates' answers:

Sekou Biddle: Putting aside the fact that these cameras will certainly change Tom [Sherwood]'s driving habits, I'm not a fan of this idea because, frankly, it looks like we're taking what was initially designed to be a public safety tool and turning it into a revenue generator. We see in the budget the claim that we're not having tax and fee increases, but we're looking to generate more revenue through speed cameras, and then using those cameras to do both speed and red lights. This really is disconcerting, and we need to really think about what we're using them for.

Vincent Orange: I do not support the idea. We've already raised in excess of $100 million through the speeding cameras and parking tickets and things of that like. I think that now it's become a revenue generator, and to say that we're going to cover the entire city with this apparatus is not a good idea in my view.

E. Gail Anderson Holness: I don't think it's a good idea. I think it's a waste of taxpayer money to use the funds to put those cameras in place ... I think there are other options to raise funds for the District of Columbia. I'm out there waving in the mornings and I see Maryland and Virginia tags coming into the District. There ought to be some kind of commuter tax.

You don't let the good suffer with the bad in this instance ... of course Tom, some of us go over the speed limit a little bit every now and again, and we're going to be subjected. But it's going through that green light piece is a major issue, so I'm not in favor of it all.

Peter Shapiro: I think there's a little bit of election-year pandering going on with this, because it's an important issue, and we've got some serious concerns with public safety in the city. Now the key is around balance, and so the red light cameras and even speed on green can be a very healthy thing. Now the idea of blanketing the whole city doesn't make a whole lot of sense.

Kojo Nnamdi: Why not?

Shapiro: Because there are many many intersections where if we put this in place, then it's only about generating revenue. There are any number of anecdotes, you will hear people, I have my own experience with this, where it it feels like it's essentially a trap for folks. It's not making the community safer, so what you really have to do is make sure that we have a comprehensive plan, but that they're located in places where they actually will reduce speed in ways that keeps the community safe.

Shapiro is right that there's a lot of pandering here. During the debate, Vincent Orange repeated the phrase "livable, walkable," as he did at the Urban Neighborhood Alliance forum. It rings hollow from Orange, but it's nice that he has decided to play up the "livable, walkable" angle.

But "walkable" is part of "livable, walkable," and part of making a place walkable is making it safe to walk around. If Orange really believed in that, he might have mentioned in his answer that it's important to curb speeding and red light running.

Shapiro is right that we should only place cameras where they will improve safety, and it might be just fine to reduce the level of fines as DC increases the number of cameras. However, when Gray said he would "blanket" DC with cameras, he likely didn't mean one on every corner, but rather far more than we have today. Good for him.

All 4 candidates focused their answers around their complaints of the program. Perhaps they were all assuming that most people who listen to WAMU are driving. One day, hopefully soon, people running for office citywide will feel that if they pander, it's better to pander to residents who want safer neighborhoods than drivers who want to speed with impunity.

Meanwhile, if you are a Democratic voter in DC, vote for Peter Shapiro, whom we endorsed, in tomorrow's primary. It's not enough to just get a more ethical candidate if that candidate still won't take a stand on the important issues that actually affect policy. Ultimately, the reason to have a candidate who's not bought and sold by moneyed special interests is so they vote for better policies. Shapiro has demonstrated far more commitment to good policy than any other candidate in the race.

DC4D4Thomas: DC for Democracy has endorsed Harry Thomas, Jr. as a write-in candidate for the Ward 5 special election.
