If we're going to extend CaBi to the middle ring of suburbs, one strategy worth considering is just putting one CaBi station at each metro station rather than trying to build out an entire network at each location. This way, people can use CaBi in lieu of Metro when needed or to run a short errand that's not far from a metro station. This would work particularly well along the orange line since it runs parallel to the Custis/W&OD. This way, someone could bike from falls church to rosslyn/city one way in the daytime and take metro back home at night. Or someone could metro out to Dunn Loring, bike to the immigration office and back and even with usage fees, it would still be cheaper than taking a taxi.
