If the idea were really to help the poor with transportation, wouldn't it make more sense to just give them free access to Metro or maybe just a little more welfare money and letting them decide how to spend it? Do you really envision welfare moms going around the county with their kids in tow ... on CaBi bikes?

No, this sounds like it was some cyclist promoter's underhanded way of taking money that was intended to help the poor to instead advance his/her agenda. That's sad.
