Governments seem to be able to cite the "funding source" argument when they DON'T want to do something, but its not a barrier when DO want to do something. Count me skeptical. As for access to jobs, there are plenty of poor people (including a lot of immigrants) in Silver Spring who might appreciate a faster route to jobs in Bethesda and/or the other side of the Red Line so that they can get out to upper MoCo. With BRAC, you have all of those jobs from Walter Reed (not far South of SS) going to Naval Medical Center, for which the CCT is a natural link at least part of the way. You can't look at the new Discovery Building and downtown Silver Spring and assume that decades of relative poverty has been erased.
