I don't like to remove the wheels unless I really have to. The second U lock goes from rear wheel to the frame, not to a bike rack frame. The traditional hoop rack isn't wide enough to allow for affixing locks at the front and rear of the rack, but the so called "staple" rack is (in the UK they call these "Sheffield" racks). They have these racks in front of Kaiser Permanente on 2nd St. NE, but I haven't uploaded photos I have of them.
