Another thing moratoriums are supposed to accomplish is to limit the amount of bars/restaurants on a street, thereby lessening the chance of an Adam's Morgan like area with only bars and no other types of retail. I would say that this is actually a bigger reason to have them than just ensuring peace and quiet.

Also, to pile on a bit, routing buses away from main streets will just encourage more people not not use busses and more than likely drive.
