Why do policies always lump together bars and restaurants and treat both the same way? I'd love to have more restaurants near where I live, but would be unhappy to get more bars. But since both want liquor licenses, they get treated the same way. Other cities issue liquor licenses that require a minimum percentage of an establishment's revenue to come from food sales, which is a good way to distinguish between bars and restaurants. But I never hear about that option even being considered in DC. Why not?
