@ Nolan: Part of the reason 5A was dysfunctional in the years I lived there (06-11) was because some commissioners who were on the committee lived very far from the places they would be governing, which led to uninformed votes.

There is no such thing as living very far away from anywhere within DC, let alone a subsection of it. What is says is that elected representatives are unwilling to go and see, let alone care about anything that happens beyond what they can see from their front door and back yard. This underscores my point against ANCs: They're manned by many self-centered people mostly interested in their own selfish interest. Not by people who want to improve their neighborhood, as part of the city.

Now, don't get me wrong. I am sure there are plenty of people who do. But they are not being helped by this ridiculous system of tiny fiefdoms.
