There's an "angle broom" attachment for Toolcat that looks very similar to the one Copenhagen uses to clear snow from bike paths and sidewalks. (The brush is even better than a plow because it's easy on the pavement and can be used to clear gravel, broken glass, leaves, etc., in addition to snow). Does DDOT have this machine already and they're planning to fill the position or do they have to fund the position AND the acquisition?
