Ok, then the next logical question is "why" does DCPS have a higher percentage of students in special ed compared to suburban districts.

All jokes aside about the "lead in DC water", it would be a little strange for such a small juridiction as DC, the middle of which is a mere ~6 miles from these other jurisdictions in any direction to have such an increased number of developmentally disabled kids, no?

Being poor doesn't make one a "special ed" kid, so what would be the rationale?
