I think the points about improving traffic ingress from parking lots/apartments is an important one. That's also key for pedestrian use.

Are there plans for fancy bus stops on the REX lines? What is the ridership like?

Other than Ft. Belvoir, there isn't really any reason to go to this area. Now that is a BIG reaason -- but military folks don't seem to support the growth of high end destination spots (cf crystal city and rosslyn). On the plus side, military people seem willing to take buses.
