Don't forget that on many levels, transportation improvements come at a price and that that price needs to be "balanced". County right of way requirements for new projects are already severe and developers (and, less directly, property owners) pay for those lost square feet and then "donate" them to the state. That drives up the cost of development and land and those costs are disincentives to what you want to do. Those ROW requirements also tend to translate into increased curb to curb highway width and that makes already small, shallow commercial properties MORE small and shallow, making it more difficult and expensive to consolidate properties so that they can be redeveloped. I'm not saying that transportation improvements aren't desperately needed, just that transportation needs and revitalization/community needs need to somehow be balanced and all of these factors very seriously considered. To be sure, revitalization on Richmond Highway is a heck of a challenge!
