Left out of the article was the impact on moving a large number of jobs from Virginia to the Navy Yard. That led to some overflow office space which the Navy is renting and also brought offices of the defense contractors. It's hard to say, but one could argue that at least some of the new office buildings would have come to that area even without the stadium. Navy business alone was enough to build the Maritime Plaza buildings before baseball for example.
