With a landlord that seems to be a classic slumlord, why did the District stand by and allow this kind of waste? Even if he were fighting with the tenants on the rent control issue, the building looked like a sty because the DC government stood by, even while giving lots of soft money to the landlord. Did DC get a share of the profits or just their original principal back? or even that?
