As far as I know, SmarTraveller Plus (the miserable hack of a CIS package built by ACS and selected by Montgomery County) does not have a proper mobile app, only a mobile Web site which looks like it's stuck in the early 2000s and fails to make use of more modern features like geolocation.

So, yes, technically the site is available for iPhone and Android, but then again, so is every other (well-built) Web site out there.
