10k is not the full difference between instate and out of state, so if you are going to UVA its better to be from Arlington or Fairfax than from DC. OTOH having that benefit for ANY public U in the country is not a bad thing - I know of kids from NoVa at state schools in NC, Penn, Alabama, etc who would have benefited from living in DC, in that regard
