Squalish, in this specific case, I would see it as a good thing. Since Wheaton already exists, people would build in such a way that fits their own notions of what would sell in the existing framework. There would not be very many unforseen negative consequences in the beginning.

As far as parking, there are already no parking requirements in the places zoned CBD. The county already has lots that are more than ample for parking needs for all currently proposed new development. It's a unique situation where planners acknowledge that there is already too much parking and something needs to be done to take advantage of lots and garages that are currently losing money.

Long term, the exernalities would pile up and zoning will have to be reapplied.
