The 7000 Series are for:
64 cars for Silver Line phase II to Dulles/Loudoun
130 cars to get to 75% 8-car train operation
300 cars to replace the 1000-series.
90 cars to get to 100% 8-car operation

They will also be rehabbing the 4000 series as part of the contract.
