Neighbors use the historic preservation design review process to object to the size of the project rarely out of any genuine concern for the preservation of the neighborhood's historic character but rather because they simply just don't like the project.
Yes, I see this happen pretty frequently in the U Street Historic District. Someone recently objected to a rear, third-floor addition because the new resident would be able to peer into his yard from the third floor. That is not a matter of historic preservation. These sorts of objections often lead to a chaotic, inconsistent process that makes religious edicts look like scientific rationality.
