I agree with Thayer - "an art," the way the Romans used ars. More poetic than "design" but not fine art. Excessive regulation and review will stymie the architecture, just as it stymies product design and advertising.

But you don't need to have a philosophical attitude toward the nature of attitude to oppose design review. Property rights and aesthetic subjectivity are recognized by the law already.
