Adam L.- I think a part of the problem may be the way sewage is billed. I know my bill is metered by the amount of water coming in with the assumption I guess that the same amount would go out. I know when I had a sump pump in a basement apartment a whole lot more was going out there than coming in through the meter.

This may be how underground garage water pumping gets around sewage fees.
