The ABC board did find that B and C were met, and I am hearing that there was plenty of information that they tried to negotiate (part A), the board just didn't hear it.

I am not sure but I believe that a VA applies to the whole operation with a liquor license, not just liquor serving. So they can't use half the patio at all.
