charlie: They were the parties to the VA that was terminated, so I assume basically the court treats this as reviewing a decision which dissolved someone's contract. The parties to that contract could challenge that.

Critics of VAs or at least the way VAs work now argue that it's not right to have a liquor license decision be an agreement between certain residents and the establishment.
