I don't pretend to understand the nuances of all the laws and regs in the city, but I know loud noise when I hear it. When restaurants with outdoor seating and loud patrons encroach on a residential street, the neighbors have every right to complain. There is nothing sacred about a fish peddler's right to disrupt tax paying residents who have a right to expect some peace and quiet at night.
