I don't know, when I drive up 395 from my in-laws I see a lot of density between the mixing bowl and when I get off at the pentagon. I think those areas are suburbs only in name (and form somewhat). Arlington is denser than Richmond. And 66 and 395 do inside the beltway do impede some development. It can be hard to cross both at times, especially if you're not driving. The effects may not be as egregious but they're still there.

tl;dr 66 and 395 (in va) may not have been intended as urban highways but that's what they became, and not long after each was built.
