@Walker- At least in DC I think that owner/residents of rowhouses and owner/residents of condos in rowhouses have more of what they consider a financial interest and community involvement in a neighborhood's well-being. ut even past that I think that tenants who have a direct frontage on the street and maybe a front yard also seem to have more of a community involvement. OTOH there are well-to-do people who may even purchase a unit to live in in a larger building removed from the streetscape who desire something where they are not involved and don't need to be. And often they in fact want to be sealed from the community as much as possible.
