Maybe Hine neighbors shouldn't have fought so hard against a couple floors. Because if you plan on building 7 stories and are basically forced to only build 5 (I don't know the specifics) what are you gonna cut? The space meant to be rented out and actually pay for the building or the stuff that you said you would provide as a concession for more buildable room?
