@FC = the alternative model is to fund centrally, but logroll by financing needed projects across enough constituencies to gain a majority. In Mds case that would be the red line for metro baltimore, and the corridor cities thing for upper Moco. That will leave some opponents, but might work politically. Granted it doesnt look great right now, but then the LC Silver Line stations aren't a done deal yet either, and even phase 1 has a left a sour taste among many FFX citizens (due to the complexities of extracting the "rents" from the Tysons landowners). Both approaches can be difficult to implement in practice and have their advantages and disadvantages.
