I'd say if Loudoun continues to drag its heels and not pony up, then deliberately engineer the Silver Line in such a way as to make expansion to Loudoun county unfeasible in the future (say, route it southward from the airport terminal to the Udvar-Hazy Center, and have it terminate at Centreville, perhaps meeting up with a future Orange Line extension there).

If Loudounites don't want it now and won't play ball, then fine, they can never have it.
