I'm not sure if you have ever been to Virginia before (outside of a couple areas in Arlington), movement, but:
culturally Ashburn is basically the middle of nowhere. The only reason people live there is because it is cheap.

Yikes. I'm not sure what that is all supposed to mean, but you may want to visit the area some time. Also, an expansion project seems like a fine comparison versus an entirely new project.
