"SOV is the main form of transportation today and will be after Tysons matures into an urban center"

they say on page one of the transforming tysons website that it will be a walkable, sustainable urban center.
Walkable. Sustainable. Urban. There are conflicts between each one of those and SOV dominance.

That they used conservative assumptions does not indicate to me that the fulfillment of those assumptions is the desired outcome.
