The Navy Yard wasn't the huge polluter -- that was the Washington Gas Works, located just East of the Navy Yard and 11th St Bridge.

These days, most of that pollution is actually gone from the river itself (but lingers in the soil on the shores). The big polluter is now rural/suburban runoff from Prince George's County, and other points to the north.
