Roadway users may find that some motorists fail to treat intersections where a signal is dark as a multiway stop because it is not the law in at least one state - Maryland. Without a clear defined law, it cannot be expected that all will know what to do. With a policy that conflicts with adjacent jurisdictions, it can become even worse.
