1. The real issue is that Council lacks a substantive oversight and research function for govt. generally. (E.g., the equivalent of the research heft of the Independent Budget Office in NYC).

2. And of course, Council was never set up to adequately provide oversight for K-12 education. Especially an area of govt. that requires incredible amount of oversight.

3. A policy office isn't enough.

4. How about a school board, with research and policy support?
