I agree with Peter about height limits. In some cities, tall office buildings are converting to condos. In places where people are unaccustomed to living in an apt to begin with, I would imagine living on the 20th floor would not be very appealing. BUILDING tall residential buildings seems even worse. It seems there is very little that has been thought all the way through on building tall buildings, including the fact that not many families will want to live in them.

Of course, your appeal to scale is spot on, too.
