I think the parking ticket revenue idea could backfire. Parking policies should be sensible and aimed to further policy goals such as easing congestion, encouraging mass transit use, and ensuring that spaces are available for residents, businesses, and visitors. Tickets should be given to further those goals, not used as a revenue line item. Such actions reek of a predatory government and could even be viewed as entrapment.
