@beatbox - the visitor parking permit doesn't apply in this situation. as it clearly says on the website, "Visitor parking permits are issued only to eligible District of Columbia residents and are for use only by their bona fide visitors."

the hill staffer isn't a visitor - he's a resident - ergo, can't use a visitor's permit. and if you're a resident, neither should you. (you could, however, use the rental car parking permit - http://dmv.dc.gov/serv/parking/resident_rental_car.shtm)

David's friend is just SOL and needs to register his car.
