Your friend is a resident, and should pay the $ to register his car. Or, he can take advantage of the congressional exception and do it that way. Not doing what everyone else has to do because *your* job is SOOOOOO important that you can't take a couple hours off (or go on a Saturday morning) to deal with registering your car = nobody's problem but the car owner's.

After you wrote this: "Of course, he should simply register his car in DC. In fact, he's required to." There really isn't much else to say. I mean, really.
