This building has been on the Dupont Circle Citizens' Association's House Tour, and judging from the photographs displayed in it, it seems to be used regularly by its membership ... which may be what's throwing you off. It's not a public building. It's a private building that belongs to a private membership. Why would you see it 'open' other than in an exceptional circumstances such as like when it was on the house tour? Ditto the buildings mentioned by Daniel who apparently doesn't realize that the very active membership of some of the buildings he mentions are some of the largest philanthropic organizations in the country. For example, the Shriner's childrens hospitals (Masons) are one of those charitable deeds that come out of these private fraternal organizations.
