Related to this, an LA MTA study found that 50% of the time a bus was "in operation," it was not in motion -- it was either stuck in traffic, stuck at a light, or boarding passengers. That finding was one of the big reasons LA put together its rapid bus network. It's also why things like speeding up the boarding and alighting process are important parts of a complete strategy of increasing the percent of time a bus is actually moving people.
