The language in the Compact only provides that the particular governments will request the funds in their budgets, it doesn't actually require them to cough up cash (in the case of the Feds and DC, making a promise for an unlimited amount of actual cash in advance of appropriations would be a violation of the Antideficiency Act). So it's nice feel good language, and it does have some moral weight, but it doesn't provide any assurances that the localities will actually fund anything. Also, given the way Federal and DC budgeting go, those two entities would have to know about a possible shortfall a good year and a half to two years beforehand in order to get it into the proper budget request.
