Wee-Z bond is a registered trademark of the General Railway Signal. General Railway Signal is now part of Alstom. The patent application for the Wee-Z bond was made in 1976 so it has long sense expired. United States Switch and Signal also make a nearly identical device. They also make versions that are tuned to frequencies that WMATA does not use.

For all practical purposes a Wee-Z bond is an isolation transformer that prevents traction power return current form entering the train control room where the track circuit transmitters and receivers are located.
