Given that it's not just the roads into downtown that are at crush depth during the rush hour, but Metro as well, I don't see how a congestion charge is going to help matters unless you significantly increase Metro's capacity. True, such a congestion charge could help fund that extra capacity, but you would need that capacity IN PLACE when you begin the congestion charge or you're just going to make a bad situation that much worse...
