Well, regardless of if you feel the dollar Circulator fare is too high or too low, the most advantageous aspect of it isn't the relative cheapness compared to Metro, it's the fact that it's a nice, even, round number that most folks can either pay with a SmarTrip or with a single paper bill, rather than carrying around a small mint of loose change.

What I'm saying is that the low fare is a part of the service quality. It speeds boarding, which then speeds travel and improves service.
