@charlie-your language and tone and needlessly offensive. If I came off that way in my comment I apologise. It surely was not intentional. I meant to communicate what I comprehended from the the article, which was different from what you seemed to comprehend from it.

The article attempted to make the case that when killing and maiming are not criminal offenses justice is thwarted. I agree with this assertion. The article pointed out that prior to the '70's killing and maiming were criminal offenses by themselves without the need to prove gross negligence like drinking and driving or intent.

What do you mean by "Mythical" downgrade to civil courts? "Mythical" implies it didn't really happen.

Maybe you don't think killing or maiming is worthy of being considerd a criminal offense by themselves. That's your opinion. That opinion would necessarily lead you to disagree with the premise of the article. Understanable. However to say "I don't get it" b/c I agree with the premise and you don't is just you trying to say your opinion is more valuable then mine.
