Jasper. Could comment re programs that have worked elsewhere. Check out programs like the Healthy Baby program. A lot of jurisdictions have used it or something like it. It aims to help pregnant women and their households prepare for a child's birth: is the mother eating enough nutritious food? Is the home clean? Is there a room or space prepared to welcome the new person? Is the mother seeing a doctor regularly before delivery? Is there someone who can help the new mother take care of her baby once s/he is in the world? If not, who can come in to help? Even if there is someone, still, who can come in and help?

Addressing questions sets the stage for helping children grow up healthy in every possible way. Are we (in DC) doing anything like this?
