Parking in DC's dense business corridors, which by and large are transit and bicycle accessible, should be a hassle. The scarcity of spaces and expense of parking should encourage people to use transit and signal that the ability to park close by truly is a privilege.

I'm happy to be car-free and I save a lot of money in the process. Think of all the space around DC that is devoted to cars (parking, specifically) and imagine much of it instead being devoted to people.
