Most of the bags in the Anacostia come from non CSO systems. A large pat of the watershed in DC is not part of the CSO area. In these area the ares the separate stormwater pipes dump directly from the streets/parking los into the river so the blue planes interceptor will provide no reduction in the number of bags entering the river from a good portion of the watershed.
