Quick note, I do see you addressed the issue of (some) people eligible for EITC not filing their taxes and noting that an increase in EITC may increase filing rates. You're assuming, of course, that such non-filers would even receive notice about the increased EITC. Even with free tax preparation services offered by the District, there are still parties who do not file. However, they will not be able to avoid the increased costs of sales taxes on food (and if they require it, medicine).
