"the fact that the Lake is connected to neighborhoods like Berwyn Heights keeps students away."

This makes no sense to me at all. Berwyn Heights is a community of modest homes with a very low crime rate. I can't imagine that UMD students are afraid of Berwyn Heights residents.

Additionally, as many studies have shown, connections from trails to neighborhoods increases the use of the trails by "legitimate" users and thus makes them safer. Trails and trail connections do not increase crime.
